User interface for enabling BackgroundImage in filter effects

Bug Description

As far as I can tell there is no way to add the required "enable-background" tags to a file from the interface as of 0.46pre1, in order to allow the use of "BackgroundImage" and "BackgroundAlpha" in filters. This used to be possible by adding "Blend" from the "Fill and Stroke" menu. However, it seems it can no longer be done from the UI. If it can, its very difficult to find.

Blend modes were changed to be per-layer properteries, not per-item properteries. Now they are in layer palette.

But yes, it is correct that we don't have an user interface for enabling the background accumulation buffer. (The fact that modifying layer blending mode does this doesn't really count as one. And of course, there's always the XML editor.) I'm guessing we'll see plenty of bug reports stating that those don't work...

I've just determined that this "bug" is the cause of my headaches.

I was trying to work out how to construct filters using the new filter effects UI. And after much frustration I chalked it up to user error. I had to be doing something wrong or I didn't understand the interface.

But it turns out, "enable-background" solves my problems. Thank you es-ist. At least now I know how to work around the issue until the devs figure out how they want to solve this problem.

For user, the simplest way would be to insert enable-background:new into document root whenever a filter uses the background image. For full control, that property should be in layers palette.

Yes, a check box in the layers dialog would be helpful.
