Regression: Double clicking tools no longer brings up their preference page

Bug Description

As the summary says, if you double click a tool in the toolbox, it no longer brings up that tool's specific options page.

FWIW, i tried this on windows vista business on windows autobuild (Inkscape0801192359) and double clicking the tool button brought up the prefs...

Downloading the most recent windows autobuild (Inkscape0801211941) will test and report back...

@Ryan: Does it also bring up the options page for the specific tool you clicked? In my case it only opens the prefs main page (which is blank). I think this is the bug that ScislaC mentions.
