Inkscape fails to start on Windows10

Bug Description

When trying to launch Inkscape as normal user, it does not start.

When trying to launch Inkscape as admin user, following message is shown in the log file:

"GC Warning: Failed to expand heap by -2147483648 bytes
Can't start up: not enough memory"

Hi, I cannot find my bug in https://inkscape.org/report.
I am using Inkscape version 0.92.4.0.

Bug is also occuring with Inkscape version 1.0 beta1.
