Ability to make new persistent patterns/pattern libraries

Bug Description

Currently the pattern library file "share\patterns\patterns.svg" is hard-coded. Additional patterns can be manually added to this file but are lost on updates of the core file.

It should be possible to add other svg files to this directory (or a user directory) and have these automatically loaded as "pattern libraries"

Is kinda a feature request, but have left as a bug due to the file loss on upgrade bit...

I figured it would end up as a wishlist item, but I'll take the medium bug status :)

Assigning this to me since i did the stock pattern code for the menu. No idea how quickly I'll get onto it tho so if anyone else feels the urge, feel free ;D

What about, on startup:

1) Do a scan of ~/.inkscape for a folder called "patterns"
2) any SVG files within get read
3) Any <pattern> added to menu?

will obviously be issues naming conflicts, but the ~/.inkscape folder already exists so lets use it.
