Layer Management: Layer Menu superfluous

Bug Description

If and when the Layers palette is fixed up with a full set of features (such as drag-and-drop and showing all sublayers, groups and paths via a tree view), the top Layers menu will be completely superfluous. If anything, it could be a submenu attached to the Layers palette. The fact it is there now is an indication of a badly-designed Layers Palette which people aren't encouraged to use, and probably also for historical reasons of not having a Layers Palette before.

But if you remove the Layers menu you are forcing users to have the layers palette open to manage layers, which may not be necessary for simple tasks. I'd expect the menu to stay even when the palette is perfected.

I also like the visibility of a full menu item (as a side effect, this is also a nice way to advertise/expose the keyboard shortcuts for new users)
