Can't open EPS File with German Umlauts

Bug Description

INKSCAPE 0.92.3

* PROBLEM *
Can't open EPS-files with german Umlauts like ä,ö,ü, Ä,Ö,Ü in the filename or path.
PNG-files open without any problem.

* REPRODUCE *
Rename an EPS-File to "Ümläut.eps"
(Postscript converts the filename to "\232ml\204ut.eps")

* ERROR MESSAGE *
ps2pdf executed but logged the following error:
Error: /undefinedfilename in (C:\\Users\\<username>\\Desktop\\\232ml\204ut.eps)
Operand stack:

   %interp_exit .runexec2 --nostringval-- --nostringval-- --nostringval-- 2 %stopped_push --nostringval-- --nostringval-- --nostringval-- false 1 %stopped_push

confirmed on Windows 10, Inkscape 0.92.3 (2405546, 2018-03-11)

this appears to be a Ghostscript error. I get exactly the same error message if I execute this DOS command without using Inkscape:

C:\Windows\Temp>ps2pdf Ümläut.eps test.pdf
Error: /undefinedfilename in (\232ml\204ut.eps)
