Bug Description
The app is installed into a protected folder by the Windows Store installer. Basic user elevation does not appear to override this protection.
Basic Steps:
1. Install from Windows Store
2. Attempt to install extensions via inkscape wiki instructions

Can you check the directory into which you must install your extensions? See Edit > Preferences > System: User extensions.
