It's possible the document properties dialog spawns off-screen for some reason (common problem in Windows in multi-monitor setups). If so you should be able to get it back following the steps described at [1].

I also can't open doc properties on Windows 10. It doesn't appear to be off-screen since I'm very used to that happening and all my tricks to get it back on screen, including the ones listed in #1 don't work. Going back to 92.1 isn't working either.

If the issue persists with an older version, it's likely to be the offscreen issue.

Try this:

Close Inkscape.

Open the directory indicated at Edit > Preferences > System: User config.

Change the name of the file preferences.xml to preferences.xml.bak

Now start Inkscape again.

I've tried that but it didn't seem to have any effect on 92.1, 92 or 91. All of the times I've tried have been fresh installs. I'm fairly certain it's not opening offscreen since only one window is shown in the taskbar and in task manager. I also at one point tried only using one screen and that doesn't seem to help either. I've tried installing from the windows store and that doesn't change anything either. I'm grasping at straws here since I basically can't use inkscape and therefore can't make or use any vector graphics.

I'm running Windows 10 Pro (64 Bit) build no. 17134.407

Ideally try with the latest stable version (0.92.3) and make sure to try with a fresh install (i.e. reset preferences as already described and make sure to install into an empty directory).

The document properties dialog (and others) don't show up as a separate window.

That does not help if the document properties dialog was on another screen previously as this is the exact scenario in which dialogs can spawn off screen (i.e. on coordinates that belonged to the now disabled screen which do not lie inside the visible desktop bounds anymore).

So I thought that uninstalling reset the preferences but I also did the thing you said but finally the thing that worked was deleting my appdata completely.
