Tutrial-Tips window opens mostly off monitor

Bug Description
Where the window opens, the top bar isn't accessible and so I was initially unable to move the window onto my monitor to use it. I found I could drag/resize the lower portion of the window down to make the window longer. The window suddenly jumps down to where the top of the window is at the top of my monitor so I can see the title bar, view the entire window contents, and access the minimize, maximize, close, etc.
This is a first time install and no preferences set. I am a new user, but test software that my company produces.
I have:
Inkscape 0.92.3 (2405546, 2018-03-11)
I installed the 64-bit version.
Windows 10 Pro
Version 1607
OS BUild 14393.2214
64-bit operating system
Display Adapter: NVIDIA Quadro K620
To reproduce:
Open a brand new project. Go to Help Menu | Tutorials | Tips and Tricks
The window opens mostly off of my monitor as described above.
It would make better sense for the tip window to open somewhere inside the main Inkscape window position to prevent a problem like this.
This may affect the behavior. I have two monitors in use. Inkscape is opened to my main monitor with a standard landscape layout. I do have a second monitor to the right which is in portrait layout. I will attach images of the layout.
- Main monitor - (Left) 1920 x 1080 (Recommended) Horizontal
- 2nd monitor - (Right) 1080 x 1920 (Recommended) Vertical
Both have the setting of "Extend these displays"
Although programs open on my main/left monitor, I have noticed that when I do a boot that would allow me to mess with BIOS settings, that the monitor on the right is what comes up, and the text is sideways orientation. I have to tip my head to read it....so maybe this is affecting things with why the Tips opened in an odd place where I couldn't get to the top bar of the window to move it.

This is actually not an issue specific to tutorials but happens with every document if you have "Save and restore window geometry for each document" in Preferences -> Interface --> Windows enabled and the location stored in the document does not match your monitor set-up (specifically if the coordinate (0,0) is outside of the visible desktop area, which is the case for you (it's in the upper left corner of the combined screen area).
There's a fix for this in master. I'm afraid it's unlikely we'll be able to properly fix this for 0.92.x, though.
