some dxf files don't open properly with inkscape

Bug Description

I generated some dxf files using fusion 360

When trying to import them into inkscape, some lines weere missing.

I attached a file for example. The same file opened in dxf viewer has the expected result.

Reproduced on windows 10 / inkscape 0.92

Attached screenshot with file opened in both tools and problematic file.

Expected result: similar import in both tools

confirmed on Windows 10, Inkscape 0.92.3 (2405546, 2018-03-11)

- the dxf file appears to contain some non-uniform cubic B-splines, which the dxf import routine does not support. It only supports cubic Bezier curves.

- the dxf file also appears to contain at least one spline of degree 5, which is not supported.

- fwiw, some of these elements are not supported by QCad either. In QCad 3.18, an attempt to edit one of the B-splines led to it becoming invisible, or gone, not sure which.
