Wrong character encoding in CDATA sections destroys UTF-8 characters

Bug Description
If a CDATA section contains UTF-8 characters, Inkscape destroys them upon saving as it does not seem to handle the encoding properly.
Sample file attached,
"äöü | € | 你"
becomes
"巼 | ̠| `"
(or something similar as I'm not sure wether Launchpad handles this properly)
