Bug Description
Hi all. I hope you understand my English. Sometimes I need to do an precise scaling (or rotating) of an object whose scaling arrows are out of view. I need that generally when I am trying to fit a lite part of a big object to another object/
Currently I have to do a zoom-out (to see arrows), then scale, then zoom-in (for review), then zoom-out and scale again, then zoom-in for review, and so on... until I achieved the desired size.
I know that there is a transformation dialog but it does not support transformation respect to an point on the canvas (remember that I need to fit a punctual part of an big object), and it's not a quick way to do that too.
It would be great to have an alternative tool (on canvas) for scaling/rotating like adobe illustrator's scale tool. Or may be dynamics arrows (they would are always visible) can help too.

Thanks for fill this.
Just for comment you can set the rotation point of an object modifiing his center + icon (when click again in a selection to show rotation handles it appears at the denter of the selection. Whith click+Shift reset it to center. By this way you can use transform dialog.
