define a directory for batch PNG export (wishlist)

Bug Description

Hi Friends,
It seems some of us have recentely discovered that the batch export option in the Export PNG dialog does not allow you to define a directory for the new PNG files. As soon as you check the batch export option, the Save As button and field are both grayed out. It appears to automatically deposit them in the User directory (on Windows C:\Users\username).

I thought it would at least put them in the same place where autosaves or backup files are placed, because you can configure that in Inkscape Preferences > System > User Cache. But it doesn't.

Moini doesn't have time to make the report, so I'm making it. But she has some comments about how to accomplish this. http://www.inkscapeforum.com/viewtopic.php?p=105882#p105882

"I can even see where this would need to be fixed: export.cpp, line 1045 (in 0.92.x)... I would make it grab the directory from the field for the file name that is entered, instead of just deciding that there is no path, if the exported object itself does not have an export path set."

I don't know exactly what that means. So apologies if I'm about to repeat the same thing. But it seems reasonable to me not to gray out the Save As button and field, and use those to define the directory.

But I think users will be happy with any kind of mechanism to define a directory for the batch of new PNG files.
