Undocked windows hang inkscape when attempting to redock/move

When a docked window is moved to an undocked position, or an existing undocked window is moved. The drag outline is being drawn, pixel-by-pixel, on the wrong display.
This only occurs when using the Inkscape provided title bar, not the Windows GUI title bar.
Inkscape is hanging while the full drag outline is drawn, and it is extremely hard to re-dock a window as it does not given an easy indication if you have managed to do so. It is also possible that the outline is left visible on the (incorrect) display that it is being drawn on, corrupting that display.
It does not happen when the window is already docked and is being re-positioned within the dock. The drag outline is also drawn correctly when the window is already docked.
