Inkscape does not register mouse clicks on primary monitor

Bug Description
Inkscape 0.92.3 (2405546, 2018-03-11) (64bit) on Windows 10 (1709 64bit) has problems with registering mouse clicks, scrolling and some other things when using mouse(I also have a tablet, it has the same problem).
GIMP also has this problem.
Inkscape works fine when it's inactive, for example when you click on another program and try to zoom in/out in Inkscape without activating Inkscape it actually zooms, but when Inkscape is active it doesn't do anything. Also it happens only on my primary monitor(I tried setting my secondary monitor as primary, it switched places where Inkscape works and where it doesn't). I have 3 monitors, Inkscape only doesn't work on primary one.
Also in the millimeters ruler there's two triangles which shows your mouse position depending where you move your mouse. When Inkscape is inactive, it shows mouse position correctly, when it's active it stops moving unless you drag(select).
I tried to reinstall Inkscape with deleting preferences, but it didn't help.
In conclusion Inkscape registers:
Dragging(more likely selecting, because you cannot actually drag objects), right click(secondary button), rarely left click(primary button), middle mouse events.
It does not register:
Left click(primary button) very often (except double clicking on toolbox which opens up Preferences).

Any chance this is related to bug #1131428, i.e. is there any screen capturing software or similar active on your primary monitor?
