Bug Description

inkscape-0.92.3-x64.exe from https://inkscape.org/de/release/0.92.3/platforms/ downloaded. Installation starts and asks for language. But the installation progress is incredible slow. Started in the early afternoon. Cancelled next morning. (Progress bar about 10 mm green) Retried to install, but same low speed.
Downloaded inkscape-0.92.3-x64.msi from the same platform, Installation starts without asking for language and finishes properly after only a few minutes. Information about PC and OS see enclosed screenshots.

This is probably a know issue, see bug #1718275.

The problem occurs when updating a previous version of Inkscape without uninstalling the old version first. Feel free to confirm if you like and report back if you're facing a different issue (although I understand if you don't want to re-install again ;-) )
