Bug Description

If you have a dark theme then the tool tips are unreadable because the foreground color (font color) is defined to be black. If the background is dark then you have black on a dark background. See screenshot.

This is probably poor theme support of the window manager.

Closing because Inkscape 1.0alpha has proper dark theme support.
