Bug Description
When exporting to .emf format and the graphics contains both images and paths, the image content is not scaled correctly in the output.

This happens on:
Inkscape 0.92.3 on Windows 7 Professional SP1 (makes the image too large)
Inkscape 0.91 on Windows 10 Pro Version 1803 (makes the image too small)
Also replicated on Linux Mint 18.3 with Inkscape 0.92.x by Inkscapeforum.com user moini
