PNG export with filters gives random results at slightly varying DPI

Bug Description

Happens with inkscape 0.92.2 and 0.92.3.

Output should be completely identical if rotating 90°. Instead, it looks completely different at different DPI, and for many DPI values, is not identical if rotating 90°.

Also, there are seams visible at some DPI (especially 90 DPI and 72 DPI), which should not be visible at all.

Apart from the seams, 90 DPI seems to give the most accurate result, but I'm not sure whether that's significant.
