File does not save as xaml

Inkscape version: Inkscape 0.92.2 (5c3e80d, 2017-08-06)
OS: Microsoft Windows Version 1709 (OS Build 16299.402)

Repro steps:
1. Download the svg file from: https://upload.wikimedia.org/wikipedia/commons/6/68/Tamil_Nadu_district_map.svg
2. Open svg file in Inkscape
3. Go to File > Save As
4. In the dialog box, in 'Save as type', choose 'Microsoft XAML (*.xaml)' and then 'Save'
5. In the pop up box, check 'Silverlight compatible XAML' and then 'OK'

Expected:
There should be a xaml file in the saved location.

Actual:
There is no xaml file and no error message indicating any failures.

- problem reproduced on Windows 10, Inkscape 0.92.3 (2405546, 2018-03-11).
- no XAML file is saved.
- upon closing Inkscape there is a DOS error message:

WARNING: unknown type: x:xmpmeta
file:/C:/Users/PENNE_~1/AppData/Local/Temp/ink_ext_XXXXXXL2L7HZ:54: parser error : Input is not proper UTF-8, indicate encoding !
Bytes: 0xFF 0x22 0x20 0x69

- this problem does not occur if you create an svg file from scratch in Inkscape.

line 54 contains the below data, with the character ÿ, which appears to be the source of the problem.

attached is a slightly edited version of the svg file, which will save as an XAML file. unfortunately the text is placed in the wrong location, not sure why.
