Filters editor: Offset minimum value limit .1 is too big

Bug Description

Inkscape 0.92.1 r15371 (date unknown). Debian (9.3/Stretch), KDE.

I'm adding a filter, offsetting a bitmap; the minimum value of .1 for the Effect->Offset is too large of a move [for my purposes]. (The text in the image shifts wider than the width of the letters). I've tried scaling, grouping and scaling, applying filters to the group instead of the image, etc. Nothing seems to change the constant proportional amount that it shifts. It does not seem to shift a proportion of the object, which is much wider than it is tall -- that is, with (.1, .1) it shifts 45 degrees down and to the right -- which is fine, but not the amount that it shifts.

Can we change the minimum offset and increments to, say, .01? (Possibly keeping in mind a similar expansion of user-control for other Inkscape values as well.)

Increased allowed precision in commit 5244c0.

This problem occurs due to large "user units". The default "letter" size template uses a scale of one user unit to one inch. The scale should probably be changed to one user unit to one-tenth inch. The default A4 templae uses a scale of one user unit to one mm. This is probably OK.
