Bug Description

Ubuntu 16.04, Inkscape O.92.2 from stable ppa: https://launchpad.net/~inkscape.dev/+archive/ubuntu/stable

Applying Powerstroke LPE to a closed path (to a circle for example) doesn't work, but creates some strange results (see attached image). We have only one pink handle (instead of two of them) and result is unpredictable. It was work normally in Inkscape 0.91, but something was broken in 0.92 version.

I replicate the weird behavior in Inkscape 0.92.5 (fe8e1c6569, 2020-04-22) but not in Inkscape 1.1-dev (4e2169377c, 2020-05-06) or 1.0 (4035a4f, 2020-05-01) appimage or 1.0alpha (9dee831, 2019-01-15) appimage, testing on Linux Mint 19.1 with an ellipse.

As its been fixed in the 1.0 release, marking as Fix Released.
