I am able to convert this file on the command line--but it takes quite a while, and Inkscape runs up to 1.2G. Also, the resulting PDF is 201MB. So probably that bad_alloc error is due to running out of memory. The large files as a result of embedding of JPEGs is covered at bug 168708.
