document preference will not open from menu or by using functions keys, can not adjust the screen format

Please post your Inkscape version (copy paste from About menu) and you system info.

Any chance you are (or were) using multiple monitors?

Specifically, if you're using a Mac + multiple monitors, find help in the FAQ:
