Stroke to Path Broken - fills in shape instead of stroke

Bug Description

Steps to reproduce:

1.Open Inkscape (current trunk)
2.Draw line with a stroke of any colour (no fill)
3.Select Path
4.Path > Stroke To Path

Result is the stroke vanishes, and a polygon made from the open path is made instead (where the fill would be if there were a fill).

Inkscape 0.92.0+devel+201802131923 on Ubuntu 17.10

0.92.0+devel+201802110719 was the version that I had before this version. I think that's when it was still working.

Confirmed, I, too get only a fill instead of the shape of the stroke.

attached is a demo of what I get from Stroke-to-Path using Windows 10 and Inkscape 0.92+devel (9d6b0e8, 2018-02-18)

Is this different from what you are getting?
as far as I know this is the normal behavior of this operation.
could you attach a demo file of what you get?

hhis bug has been temporarily fixed by reverting Tav's changes (reverted by Tavmjong).
I'm leaving the bug open in case it helps him troubleshoot the issue. Update to fix the issue.
