PixelSnap extension broken

Bug Description

It seems the pixel snap extension does not work properly (anymore?):

- I just created a 16x16 px based document and drew some lines in. Executing the extensions did something but most of the times nodes do *not* end up on any whole (or half) pixel boundary.

- Using the extension on the default A4 mm based document does something, but the nodes are neither aligned in mm nor in px.

Maybe related to the dpi change?

could reproduce the issue with Inkscape 0.92.3 in Debian Testing.

Can reproduce with Inkscape 1.0alpha (d666cd1a10, 2019-05-16) from master. Paths do not snap to correct place on grid.
