missing file assiciation for .svg to Inkscape

Bug Description
- install Inkscape on Win 7 as administrator
- assure that Inkscape is installed for all users of the system
- also assure that the option to associate the .svg file extension to Inkscape is set
result: after the installation the .svg extension is associated with Inkscape, but only if you are logged in as administrator. For the other users of the system they get the Internet explorer as default application when double-clicking on a SVG file in the file explorer.
To fix this the .svg extensions has to be associated in the registry section HKLM because Inkscape is installed for all users on the system.

You're right, we install the association into "HKCR" [1], i.e. for the current user...
