Recently open do not include files if path has foreing characters

Bug Description
I am using Windows 10 x64, Inkscape 0.92.2 (5c3e80d, 2017-08-06). Recently opened files are not included in the list if within the full path there are any foreign characters (like Ññ or accented vowels in Spanish). I know that this problem has been reported before for previous versions.

Alternatively you can download a nightly build from /ci.appveyor. com/project/ inkscape/ inkscape/ history

1. Click on the commit you want to use,
2. then choose your architecture - 32 or 64 bit (corresponding to
"Environment: MSYSTEM=MINGW32" or "Environment: MSYSTEM=MINGW64")
3. then choose 'Artifacts' tab on the right above the black box
4. then download 7z-compressed file
5. unpack with 7zip
6. Run it
('0.92.x' is the stable branch and usually suitable for productive work in contrast to the unstable development branch aka 'master')
