Import Clip Art Box disappears or opens on other files

Bug Description

First a huge thanks to the Inkscape programmers! I recently updated to 92.2 and it is a dream! It is running so smoothly and has such a wide assortment of features that I would probably never master them all in my lifetime!

I want to especially thank those that made the improvements to the printing functions! It is leaps and bounds better than previous versions! I design print projects exclusively so the improvements have had a profound effect on my workflow! I can now print directly from my svg file with precision accuracy with no distortion or loss of design elements! Kudos!!!

I also want to thank everyone that contributed to the Clip Art library. I have been using it so much lately and I really appreciate the wide assortment of images available right inside the program!

That being said because I use it so much I also have been having a lot of trouble getting the popup box to appear on my current file or to appear at all.

I have seen two different issues -

1) I attempt to open > import clip art and it seems to stall and then it opens in another file rather than the current document I am working in. I then have to try to get it open on my current file which involves lots of clicking, opening, closing and cycling through open Inkscape files to get the box on my current file. Worst case I've had to close every file and restart Inkscape and try again with just one file open.

2) Another scenario is that the clip art box opens but then disappears from view and I can not find it nor reopen it because it is open, just not anywhere I can find it. Sometimes if I minimize it to goes to the task bar but other times it just flat out disappears. I even tried looking through task manager and services & processes but I could not locate it. End result - I had to close inkscape and try again!

- so, just to double-check, are you running multiple instances of Inkscape when this happens?
- if so, how many?

I'm not quite sure what you mean - but what I am doing is working on
several Inkscape files at the same time but to my knowledge I only have one
program open, ie I open Inkscape and then open 1-4 Inkscape files, now I am
not sure if that opens the program multiple times or just multiple files.
I guess I never thought of it before since I thought programs can work on
several files at once.
