Slow loading of About dialog due to splash SVG rasterization

Bug Description

The About dialog, loads share/screens/about.svg, a rather complex SVG file that takes up to 10 seconds to rasterize in my Intel Q6600 desktop PC. It's a rather old computer, but performs well with any other files I work with. I think rasterizing such a splash screen everytime that dialog is opened is an unnecessary gimmick and could easily be replaced by PNG file.

The about screen is a way to showcase what can be done with Inkscape - a vector graphics editor. Using a PNG - while it might improve loading times - is kind of contrary to this idea. Also we'd loose the ability to scale the dialog and might produce blurry graphics in certain circumstances.

While this is certainly something that can be discussed it's neither a bug nor a feature, so I'll close this for now (feel free to discuss this further on IRC or the mailing list if you think the slow performance you're experiencing is causing any real issues).
