Can't override units.xml in master

Bug Description
If I understand correctly, Inkscape's current development version is supposed to use any valid files in ~/.config/
I just tried if this is also valid for the units.xml file in /ui - but that file is not used, if in the home directory subfolder (the file is valid, I get the different units when I exchange the one in /share/
