inkscape 0.92 help returns error on most options

Bug Description

The HELP menu item allows the Tutorials and the About to run, but the following error is reported for any of the other option. I do not remember getting this error with 0.91.

Inkscape has received additional data from the script executed. The script did not return an error, but this may indicate the results will not be as expected.

The fantastic lxml wrapper for libxml2 is required by inkex.py and therefore this extension.Please download and install the latest version from http://cheeseshop.python.org/pypi/lxml/, or install it through your package manager by a command like: sudo apt-get install python-lxml

Technical details:
No module named lxml

I went to the url, but I am not sure how to install the lxml download file.
I have Python 3.6 installed. I am running on a Windows 10-x86/64 fall update.

On Windows lxml is part of the distribution, so (unless you chose not to install Python during installation) it should work out-of-the-box.

Assuming you did install the bundled Python this indicates a corrupted installation. In this case
- completely uninstall Inkscape
- make sure the installation directory is empty
  (delete any leftovers manually if not)
- reinstall Inkscape

I got this error too. Pretty sure I used the steps below.

1. Install inkscape-0.92.3-x64.msi (from https://inkscape.org/en/release/0.92.3/platforms/, not available on https://inkscape.org/en/download/windows/)
2. Downloading and running Inkscape-0.92.1-x64.msi from https://inkscape.org/en/download/windows/.
3. Accepting the license agrement, selecting Next.
4. Choosing the Typical setup type, then presing install.
5. Launching Inkscape and selecting any option in the Help menu in the top section (not including "About memory" or "About Inkscape").
6. Verify that a Python error occurs, and the selected action does not run.

I tried installing the official Windows Store version of Inkscape at https://www.microsoft.com/store/p/inkscape/9pd9bhglfc7h, after which I could not reproduce this issue, even after uninstalling the Store version and reinstalling the 64-bit MSI builds of either 0.92.1 and 0.92.3.

Not trying to get this bug to necessarily be made active again, but wanted to share this in case any other ran into the problem.
