Confirmed on Windows 10 x64 with stable Inkscape 0.92.2 as well as current nightly build Inkscape 0.92+devel (666b9584b2, 2017-11-17).

Definitely an issue in Inkscape as proven by a warning on the command line:
  WARNING **: Failed to set CairoRenderContext
