[Windows] Opening EPS file from path containing non-ASCII letters doesn't work

Bug Description

Opening an EPS file (right-click -> open with... tested) doesn't work on Windows if it's in a directory path that contains non-ASCII characters such as "Ä".

A screenshot is attached showing the corresponding error message. The file is located in "test_Ä" but the letter "Ä" is not handled correctly. If the directory is renamed to "test_A", the file can be opened.

This doesn't seem to occur on Linux.

Tested with Inkscape 0.92.1 on Linux (Debian 9 "Stretch") and 0.92.2 on Windows 7.

confirmed on Windows 10, Inkscape 0.92.2 (5c3e80d, 2017-08-06) (32 bit build)

fwiw, the same error occurs if I attempt to do this conversion outside of Inkscape, in DOS, using the command:

C:\>ps2pdf \windows\temp\testÄdir\textbackground.ps \windows\temp\test2s.pdf
