Move the dropper from the toolbox to the color picker.

The dropper really shouldn't be in the toolbox, and should be the last
color model tab in the color picker.
This would make it easier to pick color for specific elements in an object,
in addition to its just making more sense.

The dropper is probably a valid tool in the toolbox.
But a shortcut to it in the Fill/Stroke dialog color picker is also useful.
Have added a button in the color picker.

Commit r11652 - F/S color dropper is now a "one time" pick.
Once a color is picked, the dropper reverts to the previous tool.

A patch to ensure the Stroke page picker always applies the color to the objects Stroke (with any modifier key).
Fill page picker still works in the current way (<Shift> key changes from fill to stroke)
