Move the dropper from the toolbox to the color picker.

Bug Description
The dropper really shouldn't be in the toolbox, and should be the last
color model tab in the color picker.
This would make it easier to pick color for specific elements in an object,
in addition to its just making more sense.

The dropper is probably a valid tool in the toolbox.
But a shortcut to it in the Fill/Stroke dialog color picker is also useful.
Have added a button in the color picker.
