Pasting text into second tab of text dialog when inactive

Bug Description

I often use the second tab of the text dialog to paste text into Inkscape.
However, the second tab does not become active unless there is some text
already active in the Inkscape window. It might be nice if this tab were
active even when no text has yet been typed. This way you could choose the
text tool, click where you'd like your text to go, open the text dialog and
go the second tab, and use the middle mouse button to paste your text. As
it is, you have to type at least a letter before opening the text dialog so
that the second tab is activated.

I am using Inkscape .44.1 on Debian testing. My apologies if this
functionality has changed in later versions.
