HLS setting scrollbar and hotkeys

Bug Description
Hi all!
My english is poor, so sorry.
So i'm only want a dialog with 3 scrollbar where i can set HLS and see
realtime the result. In different options inkscape can do this, so i hope
it's not too difficult. (But i don't know)
And, a hotkey for all effect. That is not problem if
CTRL+ALT+
menu if i need one.

Sorry, but I don't quite understand you.
There is a "Fill and Stroke:" dialog where you can change color in HLS model and see the result immediately.
There are also color gestures which work in HLS color model that provide real-time feedback.
For what effects do you want hotkeys? If you mean the ones like "Effects - Color - Less saturation", you can easily assign them yourself the way you like it. You only need to run 'inkscape --verb-list' to get a list of all actions to which you can map a hotkey. Then you edit keys.xml by adding new hotkeys.
