Ctrl key not working in Windows 7 Pro

Not working hotkeys in the new version of Inkscape from Windows OS

- Inkscape version number: Inkscape 0.92.2 (5c3e80d, 2017-08-06)
- Windows version number: Windows 7 Pro
- Keyboard layout: EN / RU
- system language: RU
- Inkscape language: System Default (RU)
- keyboard brand and make: unknow / made in China

Version of Inkscape 0.92.1 work good with keyboard layout EN , but in Inkscape 0.92.2 (5c3e80d, 2017-08-06) hotkeys Ctrl+Z, Ctrl+D, Ctrl+... don't work even with keyboard layout EN on all my PC. In scheme default.xml of version Inscape 0.48 in 0.92.2 (5c3e80d, 2017-08-06) the hotkeys Ctrl+Z, Ctrl+D, Ctrl+... is work.

My selected installation file is inkscape-0.92.2-x86.exe.

I'm afraid I can't reproduce this issue (neither on Windows 7 nor on Windows 10).

I tested "Ctrl + D" while switching through different Keyboard layouts (German, English and Ukrainian) and it consistently worked in all three.

Even when Ukrainian was the primary layout the shortcut still worked properly (also in German and English layouts)

To get an idea what might be going wrong one could set a new custom shortcut pressing "Ctrl + D" and see if the shortcut is properly set up (i.e. if Inkscape actually uses that combo).
