Auto Update for Inkscape, check for new versions

It can be usefull to have an entry in the menu or in the Inkscape-Settings
to initiate an automatic update of Inkscape.
This update-system can check if a new version of Inkscape is released. And
it can check in intervalls like:
- on every start
- once a day
- once a week
- never

etc...

Inkscape could probably offer a link in the help menu which would check
the current installed version number of inkscape against the website
(Abiword offers something like this).

I doubt anything more complicated would be practical to maintain.

Frequently checking the internet without asking the user might also have
security impications
