Bug Description
currently the Export Bitmap dialog has four modes -
Page, Drawing, selection and custom. The dialog
switches automatically to "selection" whenever there is
a selection change on the canvas, and then switches to
"drawing" when nothing is selected.
This behavior, while gelpful to certain, very specific,
use patterns is on general confusing, as the
application is performing changes to a user selected
action without asking for permission or telling him
anything. I suggest this behavior changed so that
Inkscape does not switch modes automatically at all.

This was discussed on the mailing list (user I think) on the
7th or 8th of November in case anyone wants to look up the
discussion. seems like bulia was reluctant to make anything
more than minor changes.
I think it might be worth considering that "no selection" is
often roughly equivalent to a full page selection, keeping
that in mind might allow for things to be presented
differently.
