Fill tool: Add an option to ignore width of the boundaries

Bug Description
Issue: When using Inkscape to color a comic it is usefull to use the Fill tool/Bucket tool. But the issue is that the fill stops at the very edge of the area (imagine an empty square with a border of 2px and fill it using the Bucket tool). If I then want to decrease the width of the boundaries (made of strokes) then a gap will appear between what has been filled and the strokes. Other issue is when I apply a filter which impact the width of the boundaries (or change its settings) after using the bucket tool: Small gaps appears and I have to manually expand the filling or refill.
Whishlist: Add an option in the Fill tool bar to ask Inkscape to ignore the stroke width and consequently fill untill it reaches the middle of the strokes/boundaries. If the width of the line change: no impact on the filling, no gap visible.
Note: Because the filling is drawn on top of the existing drawings, this means a user might have to change the drawing order in order to keep the strokes in front of the fillings
