Icons are too small in 4K screen resultion

Bug Description

I have just installed version 0.92.2 and I can't use inkscape on my XPS 15 that has a 4K screen because the icons are too small to see and press.
This is probably a relatively new issue since I downgraded to 0.91 and the issue was resolved.
I'm using windows 10 with resolution 3840x2160 and text size at 250% - these are the default settings of my laptop.

Temporary work-around:

Copy the attached file to the Inkscape installation folder (where your inkscape.exe is located), typically:

(x64-32 binaries) C:\Program Files (x86)\Inkscape
(x32/x64 with matching binaries) C:\Program Files\Inkscape

This file tells Windows system to use the system magnification (250%).

Note: If any other program suffers from this issue, just copy the file renaming it to the matching exe. For example, for GIMP, rename the "inkscape" to "gimp-2.8" (the name of the exe).

As a workaround I downgraded to 0.91, I was hoping you guys would solve it for the next release...
If you need me to test this in order to know that this will solve the problem I don't mind.

Icons sizes seem to be in the right size.

I have the same issue on 4k retina display on iMac running in Ubuntu with Inkscape 0.92.3
The problem is just with some of the icons of the Inkscape interface. such at the toggle visible layer and lock/unlock layer buttons. Also buttons for specific context in top toolbar.
