Save documents at "My documents" (Windows)

Bug Description

Hi,

our default for Windows XP for saving files is
the "My documents" location - I tried to preconfigure
this by using the setting <group id="save_as"
default="org.inkscape.output.svg.inkscape"
append_extension="1" path="H:\My Documents" /> in the
preferences.xml file (our "My documents" points to
H:\My Documents).

But although inkscape itself sets this option in
preferences.xml it seems to ignore this value after a
restart. From my point of view it would be nice if
this option would be used since it gives an
opportunity to guide the user saving files to a place
which is in backup ;-).

btw, this should be an option - there are people, like me,
which just hates the 'my documents' folder - 'my documents'
is a system folder, and if/when somehow you need to
reinstall w32 operative system again anyway, all the content
of the 'my documents' would be erased unreversivelly without
asking you - i used to be more organized, like storing the
documents in a 'work' folder at c: or whatever

The profile folder is a system owned/maintained place.
(typically "C:\Documents and Settings\(profile name)\")*
The right place for user files (created by the user himself)
is "My documents"*.
(typically "C:\Documents and Settings\(profile name)\My
documents")*

I agree it is not wise to store user files on system
partition, but it is not Inkscape's task to change that.

*of course don't hard-code these, there are system calls to
retrieve them...
