opening the 'Path Effects' dialog causes document to be marked as 'changed', even though nothing was changed

Bug Description
- Windows 10, Inkscape 0.92.2 (5c3e80d, 2017-08-06)
- open Inkscape
- open Path->Path Effects dialog
- open the attached file ruler_mm.svg which has a ruler path effect
- click on 'Edit Select All'
- note that the file name now has an asterisk indicating it was changed
- save this file as 'ruler_
- note that the two files are essentially identical, nothing was actually changed.
- second trial
- in order to do this trial it is necessary that the Path Effects dialog must be closed before the previous instance of Inkscape is closed, so that when Inkscape starts up there will be no dialog present
- open Inkscape
- confirm that the Path->Path Effects dialog was closed on startup
- open the attached file ruler_mm.svg which has a ruler path effect
- click on 'Edit Select All'
- note that the file name does not have an asterisk, so nothing was changed
- open the dialog Path->Path Effects
- note that the file name now has an asterisk, which is unexpected
opening a dialog of this type should not cause the file to be marked as dirty, because nothing should have been changed by opening the dialog.
