Why can't InkScape export to the GIF format?

GIF is a lossy format, still encumbered by patents in some areas. There
are
many bitmap oriented tools that can do the conversion much better than
Inkscape could.

These include GIMP and ImageMagick

Using one of those also gives full control over the reduction from 16
million
colors plus gradiated transparency down to 256 colors with simple on/off
transparency.
