Move hacking.* files to doc directory

Bug Description

In order to have a lighter root directory when shipping
Inkscape, why not moving Hacking.*.txt files (more or
less development oriented) to doc directory ?

You might need to include the hacking.txt file for anyone
building from source but README should really include all
the basics eveyone needs.

Hacking files contains first level information. Thus I think they should stay in the root directory.
What about merging the Readme and Hacking files? Or is 170 line too big for a readme file?
