NSIS uninstaller does not finish if some files are locked

Bug Description
If some files in the installation directory are locked (to reproduce simply keep an instance of Inkscape opened while uninstalling) the NSIS uninstaller does not complete but seems to be locked in an infinite loop.
Expected behavior is to mark those files for deletion after a restart (and ask the user to do so).
