When v92 imports a v91 SVG File with Inches the Ruler Gets Stuck in Pixels and Cannot be changed

The Ruler itself gets stuck in pixels and the Document Properties setting gets stuck. You can change it to "in" but it does not have an effect and does not save.

in this case I chose the default dpi scaling option "choose if unsure"
 but I think it occurs in the other options too.

version 91 to create svg
version 92.2 to open svg
windows 10

I believe this is a duplicate of Bug 1671059
The problem is caused by the fact that the old document has no viewbox.
