Overflow style has no effect on markers

According to
http://www.w3.org/TR/2002/CR-SVG11-20020430/painting.html#Markers,
setting
style="overflow:(visible|hidden|scroll|auto|inherit)"
for a marker should affect if clipping outside the
marker tile (limited by markerWidth, markerHeight). In
the Inkscape implementation, however, it seems like
clipping never occurs, even if style="overflow:hidden"
is set.

See attached testcase and the output from batik for the
expected result.

Technically, this is a feature request rather than a bug, so
I'm moving it to the RFEs. We don't claim SVG 1.1
compliance yet, and we've never supported this style setting
for markers.

That said, we'll hopefully get to this sooner or later.

I'd say its a bug, as it makes us non spec compliant. We may not claim it yet, but it is the goal so anything that is incrorrect against it should be flagged as a bug imo.
