indexed palette bitmap export with dithering

Bug Description
Gimp has a few options to use dithering and other
methods for gradients. This results in smoother
gradients without banding.
Export to png could benefit from something similar.

Currently we only export 32 bit PNGs for which dithering
makes no sense. When we have a palette-based export, we'll
add dithering.
